2022 COVID-19 Grant Programs

HHSC has recently been appropriated funds for grants to support Texas healthcare providersaffected by the COVID-19 pandemic through the American Rescue Plan (ARP).  The grants will be available to rural hospitals, nursing facilities, assisted living facilities, home health agencies, intermediate care facilities for individuals with intellectual and developmental disabilities (IDD), and providers of community attendant services.

 

Rural hospitals – Action Required:

  • Eligible hospitals on-file CEO should have received a pre-award survey via Survey Monkey on December 29, 2021.  The survey is due by January 12, 2022 at 5 p.m
  • Grants are discretionary and can be used to support staffing, infrastructure, or revenue losses related to the pandemic.
  • Distribution in two tiers:              
    • Direct grant award of $250,000.  Survey received from HHSC must be completed to receive this direct grant. Six months after award, documentation must be submitted to HHSC describing how and when the funds were utilized.
    • Competitive Grants – Remaining funds will be awarded through the Request for Application (RFA) process.  More information on this process will follow.
  • One award per facility. 
  • If you did not receive the pre-award survey (please check junk e-mail first) or have specific questions, please e-mail  ProviderFinanceDept@hhs.texas.gov.
  • An eligibility list and to confirm submission of the pre-award survey, please review the following list: Eligible Rural Hospitals (texas.gov)

Nursing Facilities – Action required:

  • Eligible facilities (licensed by November 8, 2021) should have received a pre-award survey via Survey Monkey on December 29, 2021.  The survey is due by January 12, 2022 at 5 p.m
  • Grants are intended to address critical staffing needs resulting from frontline health care workers affected by COVID-19, including recruitment and retention bonuses for staff.
  • Distribution in two tiers:              
    • Direct grant award of $75,000Survey received from HHSC must be completed to receive this direct grant.  Six months after award, documentation must be submitted to HHSC describing how and when the funds were utilized.
    • Competitive Grants – Remaining funds will be awarded through the Request for Application (RFA) process.  More information on this process will follow.
  • Each individual facility ID will require a separate grant agreement.   

 

ALFs, HH, ICFs/IID and Community Attendant Providers:

  • Competitive Grants will be awarded through the Request for Application (RFA) process.  More information on this process will follow.
  • Funding is intended to address critical staffing needs, including recruitment and retention bonuses.
